Google Ads Issue – Campaign Eligible but Not Serving

I created a Google Ads campaign and completed the full setup (billing active, campaign enabled, ads approved, targeting selected, keywords added, daily budget set, and bidding strategy chosen). Everything is configured exactly how I want it.

However, it has now been over three weeks, and the campaign still shows “Eligible” but is not receiving any impressions or clicks.

There are no policy violations showing, and no errors or warnings. Location targeting, ad schedule, and budget are all active. Despite this, the ads are not serving at all.

I need help identifying what is preventing delivery (possible issues with bidding, audience size, keyword volume, learning phase, or account limits) and getting the campaign live.

Please review the account and advise on the exact reason why eligible ads are not running.
