Manage and grow outreach with Google Ads Account

Hello all,
Our company does outreach using a Google Ads account. We believe sales to be down due to lack of visibility of our company. We would like to hire someone on a contract basis (approx. 10 hrs / week) for a few months to manage our Google Ads Account and demonstrate that there is growth.
If the candidate performs well, the possibility exists for an extension of the contract.
Phase 1: Identify areas of growth within current Google Ads Account, develop report, present proposals for future state
Phase 2: Based off Phase 1 activities, drive all Google Ads Account activity and demonstrate growth
