Google ads and/or Facebook ads certified freelancer

We are a digital agency looking to hire a freelancer with knowledge on Google ads and/or Facebook ads. We pay 3.5$ per hour. Main duties will be to setup clients accounts, setting campaigns, optimizing campaigns and retargeting. Ability to make custom audiences (lookalike audiences) At least 15 hours month and more will be needed. Long term working relationship.
