Fix Poor Google Ads Targeting

I'm looking for assistance with improving the performance and targeting of my Google Ads account. The primary goal is to optimize the account to drive more qualified leads who will either call our agency directly or visit our website to request a quote online. Currently, the conversion tracking setup is only partially working and needs to be fixed to measure these actions effectively. We previously getting 30-50 leads a week from our website capture forms, but I made some changes to the google ads account and now we are only getting 5 or so a week. I need someone to go in a fix it so we can get our lead flow back to previous levels.
