Create me google ads and start running a campaign successfully -- 3

I am trying to create a campaign but my acc. keeps getting suspended and I couldnt solve the issue myself. I need someone experienced to solve this.

Tasks
- Create new ads
- Create a new campaign for the given website
- Successfully start the campaign - not get suspended again
- Transfer the acc ownership
