block wallet address in Ethereum Classic (PoW) fork

Need to block specific address in the fork of Ethereum Classic. It is PoW project. Alrenatively this could be just a reverting of one specific transaction - whichever is simpler. We own majority of the hashrate and received legal opinion that we are allowed to do that.
