WhatsApp OpenAPI integration for SAAS

Hello,
I am looking for a developer (Laravel(PHP) or GoLang) who has experience implementing official Whatsapp Open API for transactional purposes as well as chat/ 2way communication.
We are building a Marketing tool (SAAS) for which we will be offering our users to integrate their websites/ apps/ APIs with our APIs to trigger WhatsApp Messages (along with SMS, Emails etc).
Due to the stakeholders involved, we are looking for individual freelancers/ developers and not the agencies at this time. A detailed discussion with the shortlisted developer will be required before awarding the project. We are considering atleast 6 months of continuous work and support.
Please bid with your past experience in as much detail so to be shortlisted. Bids without details of similar work experience will be ignored by default.
