Implement Github GoLang app with Flask/Postgres app

We're looking to implement a backend-only Github GoLang repo with Flask/Postgres via Docker for tracking solar/electricity usage. We need an experienced developer who has experience with working with these technologies. The successful freelancer will be expected to use this app as an api and save all the data in a postgres database.
