Build a GOLANG project from github and modify

I am looking for a developer to build a go project from a specific Github link that I will provide.

This is a load balancer. I want to use the backend servers as a proxy servers from 3030 port.
1 - Authorization for :3030 port. (IP and/or User:Pass to access the proxies)
2 - Monitoring for :3030 port. (Which IP or User uses how many GB Bandwidth and Threads concorrency)
3 - Limiting Usage for :3030 port. For exp:
192.168.1.101 can use 1GB with 10 concorrency (active thread connections)
192.168.1.102 can use 2GB with 200 concorrency thread limits.
I also can think about other offers for additions. I'm looking for someone who can finish and deliver very quickly.
