GitLab Expert

Hello

I need a GitLab expert, someone who knows what they are doing
Let me list the issue here

1. I have 2 Self Hosted Gitlab (with an old version 12.8 and 14.5)
2. I have around 200 odd repos which are organised as Groups and SubGroups which has projects
3. They have webhooks etc

I want someone to migrate them as is, like with the same Ids for groups, subgroups, projects and repos
I want someone to create the users from old instance to new one too

Upgrading is a pain so Migration is only way to achieve this
I can give you the access tokens needed for this but it has to be exact. If the Ids are not matching then it is of no use
