need assistance enhancing image

I am uncertain if this is an appropriate forum, my apologies in advance. I have a difficult project for which I am uncertain there is a solution. I have an image which needs enhancing in order to identify certain information. There exists certain techniques using GIMP, or Google AI, or Preview/OSX which may provide a solution. I am not versed in these. Please feel free to message me for more details.
