High-Res Image Enhancement

I need a JPEG image converted to high resolution for a 36x24 print. The current resolution is below 300 DPI.

Requirements:
- Increase resolution to at least 300 DPI.
- Maintain image quality during enhancement.
- Optional: Apply enhancements like color correction or image restoration if needed.

Ideal Skills:
- Proficiency in image editing software (Photoshop, GIMP, etc.)
- Experience with resolution enhancement and print preparation
