Looping Object Animation on JPEG

I have a finished JPEG that simply needs to come alive: a small object or element in the top section should move in a seamless, endlessly looping cycle. The rest of the picture must stay perfectly still so the animation feels integrated, not over-laid.
You are free to use Photoshop, After Effects, or any other tool you prefer, as long as the colours, dimensions, and sharpness of the original file remain intact. The final piece should export as an optimized GIF that loops smoothly without visible jumps or banding and stays under a reasonable file size for web use.
Deliverables
• The layered work file (PSD, AEP, or equivalent)
• The final looping GIF in the original image’s resolution
