Full book synopsis from basic idea

Looking for a ghostwriter to create a full synopsis for a book, from beginning to end, based on a basic idea. We already have the general plot but would like to fully expand it into a large fantasy/mystery/adventure young adult novel.
We have a really tight budget and are fully aware of it, but aren't looking for a writer with a lot of experience.
