Create and Short Outline and Comprehensive Summary Outline

I need ten to twelve educational .pdfs (160 total pages / easy read material) summarized into a master outline with attribution and citations. Then I need that outline made more comprehensive with complete summaries of the material and sections. The goal of these documents is to teach people the rules the documents cover in a concise way without using the proprietary material of the organization that has promulgated those rules. This project surrounds rules governing youth sport clubs.

I would need this project completed in ten days and expect it to take no longer than ten hours of time.
