Troubleshooting steps for wifi or broadband issues

We are looking for someone who is technically sound in the field of Internet & Wi-fi issues.

We need steps in order to rectify Internet issues or broadband issues. It would be the first point of resolution. The end users are supposed to perform the initial steps so that the users can get internet access.

We need the steps in English & German.
