Utah PE Review & Stamped Letter – Container Shelter Foundation / Footing Evaluation
Project Overview
I am installing a pre-manufactured fabric container shelter at a commercial property in Spanish Fork, Utah.
The structure is a Hills Industrial Model 5040C premanufactured container shelter approximately 50' wide x 40' long x 26' tall. The shelter spans between two 40' shipping containers. Base plates are welded to the containers and the shelter frame is a bolted steel truss construction with a tensioned PVC fabric cover.
The local building department's primary concern is whether traditional concrete footings/foundations are required or whether the shipping containers themselves provide adequate bearing and stability when placed on a properly prepared gravel surface.

Scope Requested
I am seeking a licensed Utah Professional Engineer to:
Review the provided documentation.
Determine whether the shipping containers can serve as the support/foundation system without conventional concrete footings.
Identify any additional information required.
Provide a signed and stamped engineering letter suitable for submission to the City of Spanish Fork.
Optional Additional Scope - If required by the city (currently they have only asked for ground bearing adequacy), provide:
Wind load review
Snow load review
Anchorage recommendations
Connection review between shelter and containers
Project Goal
The objective is not to redesign the shelter but to obtain professional engineering review and documentation supporting permit approval for the proposed installation.
Please provide:
Relevant experience with fabric structures, shipping containers, temporary structures, agricultural structures, or similar installations.
State(s) where you are licensed.
Estimated cost and timeline.
Any additional information needed for a proposal.
