I need a chartered structural engineer to verify the concrete ballast requirements for a small ground-mounted solar installation in rural UK. The array holds single 2.4 m × 1.15 m panels in portrait, each panel resting on two legs set 900 mm apart, with 2.8 m between consecutive supports along the row.

Key site data are straightforward: the ground is clay, near level and the location is rural, and the ballast must resist the wind and snow actions specified for the postcode under current UK National Annexes to Eurocode 1 (BS EN 1991).

Please deliver a concise package that includes:
• Calculated ballast weight per two leg support, with load cases, safety factors and governing code clauses clearly referenced.
• A brief structural report (PDF) that summarises assumptions for soil bearing, overturning, sliding and uplift.
• A foundation layout drawing (DWG/DXF and PDF) showing block dimensions, centres and minimum edge distances.
