economic and racial analysis of State broadband investment of GIS map

I am looking for a capable freelancer to take on a project involving economic and racial analysis of state broadband infrastructure (d)investment by comparing two maps - a 10,000 mile broadband map (https://experience.arcgis.com/experience/7e36cd98831844649b900fcd2b327e10/pages/Segments/?views=Featured) and a 8,300 mile map (https://experience.arcgis.com/experience/e2540ace2ac248ee8c3350aa39395342). I'm assuming this will require a GIS map. The main goal of this project is to assess the racial & economic demographics of the communities that lost broadband investment when the State cut out planned segments a little over a month ago. To do this, the analysis should focus on the entire state of (both urban and rural areas), utilizing government databases or other demographic mapping as our primary source of data. To be successful in this project, a freelancer must have experience and expertise in GIS mapping and data analysis. Overall, the goal of this project is to capture meaningful insights about which communities (rich, poor, Black, white) were most impacted by the cuts California made. We’re looking forward to seeing what we can uncover with your assistance. For example, can you calculate the median income of the communities that kept investment vs those that lost it, what happened in the 5 most Black communities in California. We already know areas like South Central LA and East Oakland lost a ton of investment.
