create KML or KMZ file from google earth / BC Outfitter info

I am looking to create a KML or KMZ file primarily to aid with navigation. The file should include hunting zones with descriptions and names as attributes. This will enable users to see exactly which areas are designated for hunting and aid with their navigation of the specific zones. The BC government has provided a link to a kmz/kml info of the outfitter areas but, the file cannot be downloaded. I want to import into my aviation software/app Foreflight for navigation purposes. Link to the BC government data as downloaded to gaia is https://www.gaiagps.com/maps/source/CA_BC_outfitter-areas/. I want the areas and outfitter names in a kml/kmz file to import to Foreflight. If you have experience in the development of KML or KMZ files and feel confident in your ability to craft a project to my specifications, then I would love to hear from you.
