Use ArcGIS Pro to create a transportation network for Dubai

I am looking for a Freelancer to help me with a project that involves ArcGIS Pro. My goal is to create a transportation network for Dubai. I don’t have any data, so you can use open streets map or any other source to create the network dataset. The network dataset should have enough data for me to be able to perform “Network Analyst” later.

Basically the requirement is to create a complete dataset for Dubai (or part of if), with as much details as possible, so that I can use it for Network Analysis later.
