Select Village name of India from my shape file and display geo referenced data of selected village

I have .shp file which includes District/Sub-District/City/Surveydata(polygons). I want to select City from dropdown menu and on selection display the selected data.
Also I want additional Features: Area/Path/Length measurement,My location,Make line/path/polygon and save it as .kml. ,Load .kml files etc
