Power BI Visual Creation from Scratch

I am interested in creating a custom visual map for power bi that shows an Earth view. The map should be able to hold latitude, longitude, and location names. When a location is selected, it should zoom in to that city and display a 3D view of buildings, similar to Google Earth.
Imagine this is the beginnings of the visualization: when (earth view) I select a certain data point, I want it to zoom in to that data point (zoomed view to the location). The map itself needs to be high quality, like Mapbox, which can also provide traffic information on the map.
