PDF to GIS Drainage Mapping App

I'm looking for a Windows-based application that can read drawing plans in PDF format, using optical recognition and AI to georeference the plans to GIS (specifically ArcGIS) based on road names, road centrelines, property boundaries. The app should be able to interpret drainage pits and pipes from the PDFs, draw the pipes and pits (points) in the gis, assigning pipe sizes, flow directions, and categorizing them into different pipe and pit types within the GIS framework. The app should be able to reference google maps.
Ideal candidates for this project should have:
