GIS specialist with experience in 3D

I'm have a very basic arc map package I have made. This is pipelines and subsea structures.

Ideally what I would lie is to view this in 3d in Arc, (may not be the most exciting)
Can incorporate a CAD models for the structures, represented by the dots.
Just want to use Arc to its full ability being able to display the data, and look at information regarding the data, such as reports and links to videos etc.
