GIS specialist for Zoning point data

We need someone to record the Census enumeration district that each of around 800 separate point coordinates lies and append that zone or ED number against the individual point records. We may wish to repeat the process with different zoning systems, that may not already exist electronically (so will have to be drawn in as a separate GIS layer).
We may separately be interested in other GIS services to enhance our work presentation.
