A GIS map with specific specs

I will need a map of Turkey, showing the strength of the recent 2023 earthquake, most likely in some sort of heatmap style. I also have a given number of people that were surveyed, and I want their locations to be represented in the map with a circumference (that grows in diameter according to number of people surveyed).

The end product should be the code, and also the end product itself.
