GIS Analysis for Property Address Plotting

I am in need of a Geographical Information Systems (GIS) professional for a unique task. I have a group of properties in South Africa - a total of 2339, distributed across 23 different funds - and I need these located on a municipality outline map provided by the Government.
The properties' individual addresses are available in the Excel spreadsheet. However, specific details such as longitude and latitude are not provided.
The ideal freelancer for this job will have experience in:
- Working with bulk property addresses
- Interpreting and working with municipality maps
- Converting extensive data into practical, visual information
Finally, the output should be delivered in the form of an interactive online map, not just a static image or PDF. This will enable me to interact with the data, understand the distribution of the properties across different municipalities, and identify the municipalities to which they belong. Your skills in creating an interactive, user-friendly online map will be highly valued in this project.
