Converting a ArcPY Jpeg > ASCII code into a package that doesn't require ARCGIS

I have a code that will take JPEGs and convert them into ASCII formatted files. However I don't have access to ARCGIS so would need the code re-written using a different python package.

The current code is 8 lines long, so a small/quick job for the person with the right knowhow.
