ArcGIS - based data mapping and 3-D modeling

Loking for someone with 3-D mapping and modeling experience using ArcGIS. I have a large data set of contaminated soil and groundwater samples spanning approximately 1/2 square mile in an urban area. I have ArcGIS map files mapping the sample locations. I need to expand the map area to cover another square mile to the north, including aerial imagery and future sampling locations. I also need to transform the map into 3-D model (below ground) by incorporating sample depths and soil types into the map.
