I need a plugin to read and write .ncz files in QGIS3 and plus

I am looking for a skilled developer to create a plugin for QGIS3 and plus that can read and write .ncz files. The purpose of this plugin is data visualization.
- The ideal candidate should have experience in developing plugins for QGIS3 and plus, as well as knowledge of .ncz file formats.
- The plugin should be able to handle real-time processing, with a runtime of 3+ seconds.
- Although there are no existing example codes for this plugin, the developer should be able to create the plugin from scratch based on the requirements.
.ncz format is a gml based cad-gis file. This format includes point, polyline, text, annotation, polygon and multipatch data types. It is expected that requested plug in is able to import and export those styles as well.
Plugin should include an interface which allows the user to choose the .ncz file for importing functions and where is to be saved for exported files.
Attached file can be used for the study. I want to test the plugin, payment will be wired after that.
