Overlaying Two Maps

I am looking for a freelancer to help me with a project that involves overlaying two maps. The maps I need to be overlaid are a Census District Map over a Railroad and a census map over a Resource Map. I already have access to the maps in digital format so all that needs to be done is the actual overlaying (ensure the boundaries are correctly overlaid. The purpose of overlaying these two maps is to analyze spatial relationships for a research project I am currently working on. The output should be visually appealing so any knowledge and experience with design elements is a plus!
