GIS Project — Municipal Zoning Digitization for Multiple Cities (Québec, Canada)

Hi,
I'm building a real estate prospecting web platform focused on small and mid-size cities in the Montérégie region of Québec, Canada (South Shore of Montréal). The platform allows real estate developers to visualize and analyze land parcels by zoning type across multiple municipalities.
The project:
I need the municipal zoning boundaries digitized for several cities. For each city, I will provide the official zoning plan PDF (published by the municipality). Your job is to georeference each PDF and trace all the zoning polygons, then export the result as a GeoJSON file (CRS: EPSG:4326 / WGS84).
You do not need me to provide coordinates — all cities are real, well-known municipalities in Québec and can be geolocated independently using OpenStreetMap, Google Maps, or Quebec government cadastral data.
Deliverable per city:
A GeoJSON file with one polygon per zone, where each polygon has two attributes:

zone — the exact zone code from the map (e.g. H-308, C-125, I-405)
nom — the zone category (e.g. Résidentielle, Commerciale, Industrielle, Mixte, Communautaire)

Cities involved (to be confirmed as we go):
The first city is Sainte-Catherine, Québec. Others will follow, likely including Delson, Saint-Constant, Candiac, and La Prairie — all in the MRC de Roussillon area. Each city will come with its own zoning PDF.
I'm looking for someone I can work with on an ongoing basis, city by city. Please let me know your rate per city and your typical turnaround time.
