Develop a GIS System to query truck speed limit for a latitude and longitude pair

I am looking for a freelancer to develop a Here Map GIS system for our process to query truck speed limits for a specific latitude and longitude pair. The system should be built with PostgreSQL as the preferred database management system. The task should create an upgradeable system that interfaces with our standard backend SQL data management and query.
