Sophisticated Multiplayer Card Game Development

After having a quick talk, I will send you a script that helps you getting an overview of what the project is about in detail and what the requirements are.
You will also be able to estimate the extent of the project.
For the first impression, I am going to give you a quick overview:
The project is an online multiplayer card game.
The game engine and programming language is not yet determined.
It will, for now, be designed as a web browser or application game. In any way, for PC.
Later, a mobile version is planned, but that is still distant and not part of the current project.
The game is fairly complex for a card game and intellectually sophisticated.
It is a fighting game, roughly comparable to Yu-Gi-Oh.
The card game consists of 75 different cards having six features each.
Three of those features are completely unique. They are effects.
Those effects have different requirements, different outcomes, and different cases when they can be used and when not. They can be combined with each other leading to an almost infinite amount of possibilities.
The other three features decide over battles between the cards and also decide over the intensity of certain effects.
There are certain requirements regarding the code.
It should, for one, be dynamic. Later changes should easily be done by just editing the database.
Hence, the cards should not be a script. Instead, they should be an entry in the database.
Furthermore, for instance, future cards can then be implemented without having to write code.
Apart from that, the code should be fast and functional based on a large playerbase.
The game should not be manipulable. In a multiplayer game, there absolutely have to be certain measures taken when coding to prevent this.
These are the very basic principles to give you a feeling what this project is about and what standards there are.
