Rollercoaster-themed Prize-based Game Development

Hi, We are looking of creating game something like:

At the moment we are at the stage of preparing the concept for the Client and we would like to find out the time and budget needed for the project.
* The game is to be a competition in which users can receive prizes based on the results.
* It is to be a form of riding on a rollercoaster / wagon, where we have 3 paths that the user can follow. On each path there are obstacles and coins - the user must avoid the obstacles / but collect the coins.
* Additionally, we would like to add a tilt / jump to the game - so as to diversify the obstacles
* control with arrow keys on the keyboard
* The graphic design will be created on our side, in cooperation with the Creator
* Since the game is to be a competition - good protection against fraud would be needed - checking the possibility of obtaining the result, protection against changes by the user, etc.
