Old Product Revised 911 EZ CAD (will rename later)

This is an old product that never got finished. It is meant to be a job exam where a 911 center would have 9-1-1 wav files that the person testing for the job would enter into the CAD computer-aided dispatch format as you see here. Of course, I want it to be something I sell online to 911 agencies to test people so it will likely be called the 9-11 Zone. The agency will upload their own calls into the product for the candidate to hear and enter. The client should be able to load up to 5 calls for the candidate to listen to and enter. There must be some sort of tracking or print out of what they have accomplished to score or evaluate.

Please don't just tell me or try to convince me you can do this SHOW me you can do this. I will be willing to pay $1500 for this product.
