FiveM Emergency Services Server

I’m setting up a dedicated FiveM role-play environment centred on emergency response and I need someone to assemble the full server from the ground up.

Scope of the world
• Playable departments: Police, Fire, EMS and a civilian pool that brings everything together.
• Role-play mechanics: a crime & justice framework for officers, fully functional firefighting and rescue scenarios, plus realistic medical emergency response.
• Custom scripts: an integrated dispatch system that links every agency and a solid vehicle-customisation setup so each department’s fleet feels unique.

What I already have: hosting, a clean GTA V license key, and a shortlist of preferred vehicle models. What I need from you: installation, configuration, and testing of all scripts, jobs, vehicles and databases so the server boots without errors and stays stable under load. Please document any proprietary or public resources you include so I can maintain and update them later.

Acceptance criteria
1. Server launches with no console errors.
2. Police, Fire, EMS and civ roles can clock on, receive calls via the dispatch system, and complete their core job loops.
3. Vehicle customisation works for department fleets while respecting player permissions.
4. Clear hand-off package: resource list, configuration files, step-by-step update guide.
