FiveM UK Emergency RP Server Setup

I’m setting up a brand-new FiveM server that recreates UK emergency services and I need an experienced hand to get the framework in place. The vision is a realistic role-play environment where players can step into the roles of Police, Fire, and Medical personnel, complete with accurate protocols, callouts, and a solid economy system.
Here’s what I already know I want:
• Police, Fire Department, and Medical Services departments fully configured with proper permissions and job logic.
• Real-world-style vehicles—think marked ARVs, ambulances, fire appliances—imported, tuned, and liveried.
• Character creator that supports rank-based clothing plus fully Custom uniforms for each service.
• A clean, stable base (ESX or QBCore—open to advice) wired up to an intuitive CAD/MDT and radio system.
• Core quality-of-life scripts (fuel, impound, towing, traffic stop, arrest, medical revive, etc.) configured for realism without turning casual players away.
I’ll provide the VPS and game licence; you bring the expertise to install, organise the resource folder, optimise performance, and hand over clear documentation so I can manage updates myself later.
