Cartoon 3rd-Person Mission Game

I want a playful, third-person adventure built in the spirit of Zelda or Wobbly Life, but set inside a lively modern city. The core loop is mission-based: the player roams the open map, talks to NPCs, accepts tasks, and completes objectives to unlock the next area or mechanic.
Key features I need from the first prototype:
• A fully controllable 3-D character with smooth over-the-shoulder camera and tight, responsive movement.
• Colour-swap system so players can switch the character’s outfit and hair colours in real time.
• A handful of short sample missions—fetch quests, timed deliveries, light puzzle or platform sections—just enough to prove the mission framework works.
• Cartoonish visuals and animations that feel bright and friendly rather than hyper-real; think clean outlines, exaggerated proportions, and simple shaders.
• A compact city block to start with: streets, shops, a small park, traffic and basic NPC crowd logic.
• Menus for settings, mission log and simple inventory.
• PC build; mobile optimisation later once the core is solid.
Please use a mainstream engine such as Unity or Unreal so I can expand the project after delivery. Clean, well-commented code and a short hand-off video or document showing how to add new colours, characters and missions will be part of the hand-over.
