Build a chatbot for dota 2 using go-dota2 repository

I am looking for somebody who can help me develop a chatbot for dota 2. The main goal is to develop a bot that will send a message to all the regional chat channels inside dota 2 (can be joined from main menu of the game). It has to send the same message every 10 minutes or so.
There is a package on github i.e go-dota2 that you can use. I am not so familiar with coding but I think its a 3rd party dota 2 client developed that you can use to interact with the dota 2 client directly.
