Advanced Minecraft Mod for Precision Construction and Digging

I need a custom Minecraft mod that lets me define a Y-level plus exact width, length, and height, then automatically excavates that regular cuboid space with pixel-perfect accuracy. Once the cavity is ready, the same mod must load a schematic file and erect it block-for-block, leaving any extra clearance I specify.
The schematics I work with are enormous and intricate: dense redstone wiring, timed updates, fluids such as water and lava, signs, and other update-sensitive blocks. Accuracy is the absolute priority; a single misplaced repeater or water source breaks the entire build. I am fine if the process takes longer as long as every block ends up exactly where the schematic says.
