Earth Sharing Game

I am frustrated by all the games that do not allow changes to the ownership of resources. I want a game in which total amount of resources is finite but proportional to the number of players or to the population of the game world and the amount approximately the same as the amount per person in the real world. Players would be able to change ownership settings and other political settings.

The aim is to test "Georgist" type tax and dividend policy. So the default would be that resources including land could only be rented and the total rent would be distributed as a regular dividend to all players.

There may be different ways of creating a game. At the moment I see a game in which players can increase the number of people they manage and for each person they select preferences that will affect the happiness and productivity of their citizens. The citizens will also have somewhat differing needs due to different abilities that would be assigned randomly to new citizens in approximate proportion to the existence of such ability levels in the real world. The computer would manage the citizen’s decisions to maximise their happiness. There would be two parallel worlds one managed by the computer and one by the player. The players goal would be to get better outcomes on certain criteria than the computer gets.

The computer would apply the full “Earth Sharing” ownership rules: resources would only be rented and the total income distributed to all citizens. The citizens would be able to donate to infrastructure projects according to their preferences. Infrastructure will belong to citizens in proportion to their investment in it; citizens will pay to use it and the income will be paid out to the citizen owners in proportion to their investment.

Players are the government of their alternate world. The players would be able to adjust the rules to reduce the rent on resources or to reduce the amount distributed to their citizens so that they can instead use the income for infrastructure they believe will be more beneficial. Players can abolish the land rent and allow perpetual ownership of resources so that citizens can rent resources to each other. Player governors start as dictators but they can accept the computers guidance as to the citizen’s wishes and set limits such as that they can only make changes that 50% of population want.

Various problems will happen to both worlds simultaneously: drought, disease etc.
Infrastructure will change the consequences of these: hospitals etc.
Infrastructure may improve the efficiency of trades: roads will affect transport costs etc.
