Create a job test from hardcopy to web based or exe

I have several audio files and pdf for a skills games that tests 9-1-1 candidates to get hired for answering police, fire and EMS calls at a 911 center. I will upload the descriptions and if you can understand and offer a method for creating this game I will send the audio files. We may need to remake the audio files as they are old.
