Cocos Creator Developer for web Chinese Domino Game (Taiwan Rule)

We are looking for an Cocos Creator developer to create a Chinese Domino game based on the Taiwan rule.
We will provide:
- the rules
- the UI wireframe
- the game process
- the card illustrations

the 3D animations are not necessary
what we want:
- Implement the game mechanics, user interface, and animations
- The game's server backend using websockets, prefer C# or nodejs
- Test and debug the game to ensure it is free of errors and meets the specified requirements
- Provide technical support and maintenance for the game after deployment(willing to pay)
- Provide source code, APIs, webhooks, and other necessary components for seamless integration and deployment
- Simple documentation to achieve integration to our system and deployment
