Base for a 2D tile game

I'm looking for a freelance developer who can create a base for a 2D tile game.
I have attached a example picture on how the base game should look. So the game board is 7 x 13 tiles. Every game piece has 2 movements, except the "goalkeepers" that are in the red tiles on the picture, they have 1 movement. Each team can move in their own turn, and the "end turn" button could be for example the Button1.
