Student Management Web App Development

I need a Individual full stack developer to create an end-to-end student management web application.
Note: I am looking for an individual freelancer, organization and consultants please stay away!
Essential features include:
- Student Enrollment
- Attendance Recording
- Messaging between students and teachers
- Event notifications

Key Requirements:
- Proficiency in Java, full stack development.
- Experience with NoSQL is a plus, but not mandatory

Ideal Skills:
- Strong background in web application development
- Experience with user interaction design
