Secure Lottery Web App Build

I need a full-stack web application that allow us to lottery draw on some specific conditions that will be class wise for all the application forms received for school admission.
Frontend
React is mandatory for the client side so the UI stays fast, modular, and easy to maintain. You will design responsive pages for school administrators in different class under different categories, real-time draw countdown, and live results.
Authentication
The main account must be protected with two-factor authentication (TOTP or SMS), alongside standard username/password credentials. Session handling and password recovery flows should be there for applicants filling up the form.
Backend
Choose the stack you trust most—as long as it supports cryptographically strong RNG, server-side validation, and scalable APIs for the React client. Database design should keep user data encrypted at rest and store an immutable log of every draw event.
Deliverables
• Production-ready React frontend with live results feed
• Backend codebase with audited secure RNG and REST/GraphQL endpoints
• 2FA user management, login, and recovery modules
• Schema migration scripts and seed data for draws and users
• Deployment instructions (Docker or similar) plus a short test plan demonstrating fairness of the draw algorithm
Acceptance Criteria
1. Independent script reproduces the winning numbers
2. End-to-end test proves only authenticated users to fill up the forms
3. Frontend shows draw outcome.
