Replace JS Popup with Java Properties -- 2

I'm looking for a developer experienced with full stack developer in Java. The task is to remove a pop-up message currently written in JavaScript from my web application and instead display this message using a Java properties file.
Requirements:
- The message should always be displayed (conditional logic).
- Must ensure proper integration with the existing Spring framework.
