Proposal to create a web-based document drafting app

The web-based app is for the drafting while all contents would be initially suggested by the app based on selected criteria of users. The app shall allow the users to generate the edited contents as PDF files with A4 size.

There shall be a database of the suggested contents for all potential criteria selectable by users. Such consents/database shall be easily edited/maintained by non-IT background personale. In the meantime, reference number of relevant criteria selected by the user show be displayed next to the corresponding contents while the user is editing. The interface shall allow the user to change the location of the reference number by "drag-and-dorp".

The interface shall preferably be through browsers across Windows/Mac/Android/iOS, or as the minimal, browsers for Windows/Mac only.

The app shall allow users to save/edit any WIP/competed work.

Everything will be process by users on cloud only.

Estimated time and personale (full time basis) needed for the development of the app, including number of personale together with the required knowledge (including language) for each of such personale to complete the task.

Required infrastructure for production (e.g. AWS requirements).

Simple written proposal in English to cover the above points is expected as deliverable.
